THE UEMOA, ECOWAS and the African Union decided on wednesday to go to the UNSC over the Malian crisis. The Congolese head of state, Denis Sassou Nguesso, currently the President of the Peace and Security Council at the AU, made the trip to Lomé to discuss that eventuality.
It is the African Union which has the ability to seize the UNSC.
The final press release of the UEMOA summit published wednesday night, does not mention that eventuality and merely salutes " the progress achieved in the normalisation process in Mali".
In his inaugural speech, President Faure Gnassingbé pleaded for a close cooperation with ECOWAS in order to establish " a synergy between the two institutions on the path of peace and security".
The recourse at the UNSC could allow sending an African peacekeeping force under a joint UN/AU command in Northern Mali controlled by the Touaregs and Islamist movements.
But we are not there yet.
First, it is necessary to secure the approval of the UNSC members (in which Togo is a member) and second it is necessary to find the funds to finance such an operation. The AU alone does not possess such means and several African nations may show reluctancy before such an intervention.
