On December 14, MINURCAT deployed a team of Togolese peacekeepers to secure the Sam Ouandja refugee camp following a shooting incident when three persons were killed on the road between Sam Ouandja and Ouanda-Djale in northeastern Central African Republic.
The camp in Sam Ouandja is home to Sudanese refugees from neighboring Darfur andhumanitarian assistance workers. The incident, apparently a road-cutting act of banditry, has ignited tensions between a central African armed group known as the UFDR, who lost two elements during the gunfight, and Sudanese refugees in Sam Ouandja. MINURCAT is monitoring the situation very closely and stands ready to increase its presence in the area if necessary.
MINURCAT reminds all parties in the area that refugee camps must preserve their civilian character and that attacks perpetrated against refugees or humanitarian workers are violations of international humanitarian law and may have legal
consequences.
